(16 October 2026 – Vietnam) The Asian Development Bank (ADB) has appointed Scott Roberts as its new Country Director for Viet Nam, effective 16 October 2026.
According to the ADB’s official website, he will lead the bank’s operations, policy dialogue and partnerships in the country.
Roberts will focus on green and inclusive growth, climate resilience and private sector-led economic development, while implementing ADB’s country partnership strategy for Viet Nam.
“I am honored to serve in Viet Nam, one of Asia’s most dynamic economies and a valued partner of ADB,” said Roberts.
He added, “Viet Nam has set bold ambitions for growth that is greener and more inclusive. ADB will help turn those ambitions into results by financing resilient infrastructure, mobilizing private capital, and supporting the innovation that will power the country’s next stage of sustainable development.”
Roberts brings more than 27 years of international development experience, including 16 years with ADB.
Before his appointment, he headed the bank’s ASEAN Power Grid and Special Fund Unit, coordinating its $10 billion investment ambition for regional connectivity and managing co-financing partnerships.
He previously established the Beijing branch of Cambridge Energy Research Associates, now part of S&P Global, and served as vice-president in GE Capital’s energy investment group.
Roberts holds master’s degrees in public administration from Harvard Kennedy School and business administration from the Massachusetts Institute of Technology, along with a bachelor’s degree from Tufts University.
Roberts will work with the Vietnamese government, development partners and private sector organisations to support investment and reforms across infrastructure, clean energy, education, skills and urban services.
ADB’s support is aligned with Viet Nam’s Socio-Economic Development Strategy 2026–2030.
