(22 October 2026 – United States) The Office of the Comptroller of the Currency has finalised its implementing rules for the GENIUS Act, establishing a regulatory framework for stablecoin issuers ahead of the legislation’s 18 January 2027 compliance deadline.
The finalised rules ease some of the restrictions outlined in the OCC’s February 2026 proposal, including greater flexibility in the management of reserve assets. While issuers must still back tokens with eligible assets such as cash and short-term US government debt, the rules also soften constraints around stablecoin rewards distributed through third-party platforms such as cryptocurrency exchanges.
Treasury Secretary Scott Bessent and Comptroller Jonathan Gould welcomed the framework as a foundation for expanding regulated digital asset payments in the United States.
